Dear Col. Verney,
With reference to your letter of the 8th. inst., directly I received the petition back from the House of Commons authorities informing me that it was not in accordance with the Regulations relating to petitions, and therefore could not be received in that fora, I imediately despatched the document, just as I received it,back to the promoters of the petition at Hong Kong.
I am forwarding your correspondence on to the gentlemen concerned, but it will be some time before I shall receive a copy of the petition, however directly I receive it I will despatch it to you.
